Serbian surrender

I am currently playing the 1917 campaign as the Central Powers. After capturing Jassy, Romania surrendered and this cost Serbia 5000 NM points, reducing its NM to zero. However, after two turns with its NM at zero, Serbia has still not surrendered. I tried a hot-seat test and the same thing happened. Any idea why this might be?

Speaking from historical and mechanical point of view, Serbia has already surrendered at this point (1916 Austro-German-Bulgarian offensive) and as far as I remember, the nation can't surrender twice (at least by reducing NM). Maybe it is already flagged as surrendered nation in 1917 scenario.

No, it is not. Although in reality, Serbia had surrendered by 1916, in the 1917 scenario they are still a (much reduced) Major power on the Entente side, with a single capital on Corfu.

Serbia will fight on unless all its capitals are captured, which is probably unlikely in this campaign.

Thanks, Bill. What settings did you change in this campaign so that Serbia does not surrender when it reaches zero national morale? Is this something that is generally modifiable in the game?

Such a surrender would require some surrender scripts for it, and there are none for Serbia.
