How many units you need to trigger the siege effect to major fortress? What's the impact of siege to the unit affected?

It depends on the fortress, e.g. it is 3 Russian units within one hex of Konigsberg, and 5 Entente units within one hex of Metz.

Essentially it requires as many as possible, based on the geography (Konigsberg having sea on some of its sides reducing this number).

The actual effect is a small reduction in the defender's unit morale for every turn that it is under siege.
