Freaky behaviour of production and deployment queues after editing

Hello,
I'm observing some strange behaviour regarding deployment and production queues after editing a game. The game appears to muddle up country IDs for these queues when I load a mod file, so in this version I observe a Central Powers deployment phase in which Britain gets all the German units due to be deployed (nb, Britain is in the Central Powers, that bit isn't the problem) - then there's an exception error and a crash.
I'm going to try deleting these queues entirely to see if that helps somehow, but have saved the iteration of the mod that shows these problems in case it's of any help.
