Allies DoWing Minors

I've seen the Western Allies in '40 '41 to declare war to various minors.

Yemen, Portughese Mozambique, and subsequently Madagascar.

The latter is 'historical' pretty much, the CW seized it at some point and Vichy kept pretty much passive.
Even before Barbarossa happens, Algeria gets invaded by the CW.

But do other aggressions bring any penalty? I think they net some plundering so PPs for CW. Maybe these cities trickle some production per turn too.
Shouldn't Portugal get cranky if their colony gets seized? Or join the Axis?
Shouldn't US be less inclined to intervene if the CW claims lands just because 'they can' as if they were a fascist power?

Algeria just had a lousy force, and gets conquered in 1 turn as well. I am perplexed. It's like Axis should have invaded it on its own.
Vichy should be Axis but just 'severs relations with Allies'...

Not sure exact mobilization penalties for each but in ELO matches rarely see Allies DOW anyone under after US enters war.

Any declaration of war by the Allies will swing the US 3-5% towards the Axis.

There are additional penalties for attacks on some neutral countries too, so overall this is why it is better for the Allies to restrict any aggression until after the USA has entered the war.

You can always test out the reaction in a Hotseat game, by starting a new campaign and declaring war on a country, and seeing how the Mobilization % of the US, USSR, and countries near to the targeted have reacted.

Maybe I am off here, but does the swing really matter? If it is Japan's Pearl Harbor assault that activates the USA, does any real shift matter?

And if in actually shifts like that do not really matter, then the Allies can DoW at will, generally speaking.

Yes because mobilization = MPP = tech and units. Goal to suppress USA and Soviet mobilization as long and as low as possible so that when US enters they have poor tech and fewer units.
