Supply in cities

I have an issue in the 1939 campaign game where as Axis a large number of occupied Chinese cities, e.g. Nanchang, Hangchow, Nanjing, etc., have been stuck on 3 supply all game. The manual says they should recover 1 supply per turn. They are all behind the front line and have not seen any fighting. As a result the Chinese are walking all over me.

In a second game I have going, all these cities are on 6 supply, so it's a much closer fight.

Any ideas why and how to reverse this?

Early on in the game if the Chinese cut the railroad around Beijing then the southern cities cannot grow above 3/5

This can be relieved later by opening one of the major ports
I’ve never 100% understood it

That's interesting but when Shanghai (which must classify as a major port) is stuck on 3 as are Nanchang, Hangchow and Nanjing, which are all connected by rail to Shanghai, surely this can't be the developers' intention?

The rail connection has to be kept open with Manchuria, otherwise the resources in China will have weaker supply and strength values.

Shanghai and other ports will default to a strength and supply value to land/air units of 5 if cut off from a rail connection with Manchuria, so this can be borne in mind when positioning units should the rail connection have been cut.

However, the further inland you go, the more important it will be to have that rail connection open so as to maximise your resource strengths.

Yes, that's exactly what happened to me! My opponent is obviously aware of the situation and went all out to cut the rail link, but I had no idea of its importance. (It is my first MP game to be fair to me!)

Definitely one for the locker in future, for when playing both sides. As it is my Japanese forces are being slowly pushed back into the sea.

You can at least partially compensate the supply problems by setting up a HQ supply chain. For example ship the HQ in Manchuria down to boost the HQ in central China.
