Is it possible to represent this in the game?
Simple way: a decision event where the USA can decide to pay MPP and then 6 months later the USSR gets a Fighter unit "Lend Lease Fighters" with full upgrade, in 1942?

It is technically possible, as it would simply require a Decision and a Unit script.

In some of the other games I play, the Russian airfields in mid 1942 are suspiciously full not only of Yaks Migs and Laggs, but with a high proportion of Hurricanes, Warhawks, P-39s. They got thousands of fighters this way.
