Just wondering why USSR Shock Armies can't benefit from a mobility upgrade?

It's a good question, I'll have a think about whether we can allow them maybe 1 level of Mobility upgrade?

Thanks Bill. It seemed a strange omission when most of the other USSR offensive units can benefit including tanks, mech, army, corps & SpF.

Did this ever change?

It was changed in August 2022:
- Soviet Shock Armies can now upgrade with 1 level of mobility (petedalby).

However, the change appears to have been undone, so I will investigate further.
