urgent question about diplomatic chits and war declaration

basically, i am axis and my rival is the allies, turkey is about to flip to him because of diplomacy and its at 99% allies, if i attack it now will he get his mmps from the diplomatic chits back ? because i remember once getting some mpps from diplomacy somehow and i don't remember why, maybe it was because of something like this
