I only have WaW, but I'm curious if the editor for WiE is the exact same, more/less powerful, or different in any way?

Also if I built a scenario in one, can I play it in the other game?

From what I can tell they basically work the same. There might be some specific unit types like kamikazes that are available in one but not the other.
