1943 Citadel question

Fury Games has now signed with Matrix Games, and we are working together on the next Strategic Command. Will use the Slitherine PBEM++ server for asynchronous multi-player.

1943 Citadel question

The scenario starts with the German offensive towards Kursk but Operation Husky is the Allied invasion on turn 1. I am wondering why there are no German units in Sicily and/or Italy at this stage of the war. There were some experienced German units there when Husky started (e.g. HG Div.) In any case, just curious to ask about the scenario design decision here - is it just to get the Axis player to operate German units into Italy (there is a warning about Italian political reliability)?

That was the thinking behind it, for the Axis having to react very quickly, placing them on the defensive at a time when they want to be on the offensive.
