Artillery shells

In the latest beta build (*.10), each artillery unit only gets one shell per turn.
In previous builds, I believe that each unit would get two shells per turn.
I would request that each artillery unit and rocket artillery unit get two shells per turn, to be saved up to a maximum of 3.

I could see allowing 2 shells per turn with Artillery Tech Level 1. This would reflect an emphasis on better manufacturing and logistics for artillery ammunition.
If you choose not to invest MPPs in artillery research you can only gain 1 shell per turn.

The Germans start with Artillery Level 1, so they should start the game with 2 shells per turn.

I'm no real friend of the artillery units. I know they look nice etc, but if I could decide I would make this tech an odd-on through tech-upgrade (an expensive one, which might get lost from retreats or heavy damages. And only one shell per tech level (installed tech level, no researched tech level). But gee - here I am, daydreaming again.
