When Italy joined the Axis, I deployed 2 italian submarines in Tunis port to block french convoy and reduce port's supply value. Value dropped to 3.

After France's surrender, Tunis supply value and Convoy were not restored.

Lothos considers its an exe issue. Believe it happened because of the code that made them neutral again. It probably locked the current port value

If you were to declare war on Tunisia as the Allies, so that it then becomes fully mobilized and joins the Axis, does the port then eventually revert to strength 5?
