Planes rebasing through bad weather with full movement

The amount of movement points appears to be calculated from the weather of the hex the plane starts in and not what it is trying to fly through.

So if your plane is in a clear hex it can fly with full movement through rain or snow.

Perhaps movement should be calculated on how to get from point A to point B and each hex through rain or snow it cost 2 Action Points instead of just halving the Action points from the hex it is starting in.

This is correct as we had some internal discussion on this, e.g. you could be taking off from one type of weather hex, flying into a different weather hex, or even flying through multiple weather hexes.

With the way the code is setup, it became potentially tricky too with interceptors, escorts and so on, and for simplicity, the rule is to just calculate from the start hex as you've noticed.
