Retreats now ALL hard-capped at a distance of 1?

Unless there is a hidden toggle somewhere that I am missing, all units now apparently have a hard retreat distance of 1, no matter what their actual retreat distance is set to in the editor.

EDIT: After some more testing using a quick edit of Storm in Europe, mobile land units in Storm in Europe are still stuck at 1 (yes I eliminated a river that was behind them as well as all other non-open terrain), but ships all retreated the max editor distance of 4. THEN I went back to mine, and land units were still stuck retreating just 1 hex. Went to the test sea battle I had set up, and the first 3 retreats all just did the 1 space thing.

BUT then I attacked one a 4th time, and this time it retreated the full editor distance! [5 in my scenario]

So, is this working as designed? In the past IIRC unless my memory is extremely faulty if a unit retreated, it went the max distance in the editor, without this apparent extra hidden dice roll which on top of the default retreat % seems to determine if it will go the full distance or just the one hex. Or was the definition of the retreat percentage changed from determining if it will retreat at all to rolling if it will just go 1 ANY time it has 5 or fewer hit points, or will go the full distance?

Yes, as the unit will retreat up to the maximum, rather than always to the maximum. So it will attempt to retreat to a hex not adjacent to an enemy unit, with decent supply, which may only be 1 hex away, or it might be further.

Essentially the range just gives the unit more possible options on where it can retreat too, without meaning it will retreat that far every time.
