max shots per target

Hi,
In toawlog.txt, I see lines about the maximum number or AP / AT shots, like:
APCombat : ALLIED anti personnel max shots per target: 4, 162/ 41.
Does anyone know, how this is calculated? 4 seems to be the rounded result of the division (capped at 10), but what are the 162 and 41? I read the "Maximum Rate of Fire, per Round of Combat" table in the manual, but I can't relate it to these numbers.
