The Formation Orders instruct the Programmed Opponent (PO) how to use those formations. If the formations aren't under the control of the PO, they won't affect the behaviour of units. However, some orders (such as "garrison") will cause the units to be unable to move or attack, or in some cases even to change deployment status.

"War Studies"
"War? Huh. What is it good for?"
"Absolutely nothing."

The only way I could think of that MIGHT make that possible is if you do a PBEM game with your opponent. That style of game produces a "playback" file that contains the moves made by your opponent that you can watch. I'm not sure there's one for AFTER the game has ended. It may not be possible. I'm not sure. I'll do a test and see and report back here.

EDIT: As I suspected, there is no opportunity to save the "last" file that might be produced. The scenario just ends and that's the end of it according to the game engine. So no, it's not possible to see your opponents moves after the scenario ends. I'm attaching the test scenario I used for the test here below.
