Will Spain make up its mind?

A Spanish army entered Provence and kicked out a French fleet.
The British were waiting, but then the Spaniards decided to lend the French a couple of squadrons....
That can't be right.

I have seen something similar playing the 1805 campaign. At the beginning Spain is a friendly neutral and contributing ships to the French fleet. Then they turned neutral and those Spanish ships were still with the French fleet which was then attacked by the British. The British sank several and yet this is not considered an act of war by Britain against Spain.
