A few ideas...
1) Linking the number of army activations to the number of leaders.
2) Link the number of units to a general's leadership rating. More generals in an army means you can have more units.
2) Give leader ratings for inf/art/cav leadership and the ability to assign a bonus to one unit each round.
This would put the general in the frontline and increase the probability that he may be killed/wounded/captured.
3) Linking the number on reinforcement units each year to the number of regions held.
or
4) Instead of adding a fixed number/type of units each year, why not give the players some spending money to purchase them?
I think Napoleon would order raising those unit types that were in demand. The amount would correspond to regions held.
