OOOPS!

Just had four Austrian militia units march into Friendly Neutral Prussia as part of an army attacking me. Isn't this against "the rules" and has anybody else had a similar experience?
The the rulebook:
Militia may not be moved out of their home country, except
for the Austrian & Prussian Landwehr
So if it's the Austrian Militia in Prussia that is the issue, it looks 'legal'.
