Grayed out numbers in air base display

Possibly (probably) a stupid question, but why do the "ready" and "not ready" values for squadrons sometimes show up in gray on the airbase list of groups display? (Eg VMO-251 in the attached screenshot.)

I don't think that's it -- in this shot, the 24th PG/20th PS is in gray, but it's got 22 pilots ready.

Edit: Or maybe it's "not enough pilots"? 2d edit: that probably isn't it either, I used the "get new pilot" button, and now I've got 23 aircraft, 23 ready pilots, but the numbers are still in gray.

Those in gray are not able to take on new planes for that turn. They either have their max number of aircraft or have to wait some days before taking on more aircraft.
