After returning landing craft to pool how do you retrieve them?
Can I build them in San Francisco return them to pool there and retrieve them at Midway?

Much the same as PT-Boats they can be repurchased with supplies from the pool after a delay. You don't actually "build" them anywhere. They just accumulate in the pool according to the scenario's schedule or if returned. If you have the supplies and a port size of at least one you should be able to retrieve them from the pool where needed including Midway.

You can see how many you have in the pool at any one time at the bottom of the ship availability screen.

Just build them at the base that you want them at, you don't have to build them in San Francisco first. Sometimes if the base doesn't have enough supplies to build the landing craft, they can be build from a task force with enough supplies, this would represent the shipping of the landing craft.
