Low manpower

How could I get the message of low manpower as there is 45% of manpower in stockpile?

That is just the trigger level once you hit below 50%. Default experience starts dropping from low manpower.

Manpower isn't shown for units. It's used to produce and help repair them. The only place you see the manpower numbers for various nations is in the production menu.

How do I get that?
Is the manpower produced < total manpower on map?
If I set it to 25% in editor, will it help?

Max manpower is based on production and morale centers.
In the editor when you set max manpower it gives the maximum of the available pool.
If you adjust this for the 39-45 scenario you will mess up the balance that took ~4 years to get right.
