I am completely unable to start a new game, load a game, or use the editor. The menu is not loading correctly as shown below: Things I have tried:
updating windows
updating audio and video drivers
reinstalling the game, both by uninstalling normally and deleting all the files manually.
running the game in windows 8 compatibility mode
running the game in different resolutions
launching the game as administrator, though this resulted in the game not even opening

I am using the steam version.

Any advice on how to fix this would be greatly appreciated.

Check Document / MyGames / Warplan / Campaigns...

All the scenarios should be listed there as folders and .scn files.

Also make sure the folder is not on OneDrive...

That is something else. Menu should at least show up.

Usually One Drive or security software issue

I have had OneDrive closed for at least 3 months due to it breaking some other game when being on. Having just reopened it and allowed it to synch 40Gb of files the issue has been resolved.
