Persian Oil to Japan

In the games I have played to date, I have not used the limited supply rule. In my next game, I will be. This radically changes whether or not the oil in Persian is of any use to Japan, if only for a turn. In the basic rules, a simple supply path will allow its use for reorganization.

It seems to be a matter of course that Russia attacks Persia at some point. Generally, Japan is not yet in the war and has no ports within convoy distance of the Persian oil resources. In such cases, should Japan wish to take advantage of the Persian oil resources for even the span of 1 turn, simply for oil reorganization, is it possible?

What I am thinking is that Japan can, given the ports it controls, have/move CPs in the south China Sea, Bay of Bengal and the Arabian Sea. This leaves the Persian Gulf. However, I believe Canton is the closest Japanese port and is 4 zea zones away... a 4-4 TRS could make it, but would return before oil reorg.

1. Is there any way Japan can get a CP or TRS into the Persian Gulf short of war/peacekeepers in Persia?

2. If Japan does manage to get a TRS into the Persian Gulf, will that be sufficient to allow them to use the oil for reorganization at turn end?

I just hate to see all that nice oil in Japan's possession, sitting unused, if just for 1 Turn.

It takes some impulses but you can return a couple CPs to an Italian port in Africa and then re-org them with a 4-4 TRS, and then sail them out again.

And if Japan has only a TRS in the Persian Gulf during the use oil phase (and convoys in the Arabian Sea, Bay of Bengal and further into the South China Sea), they can use the Persian oil for reorganisation (but of course not to transfer some to Japan).

In the event of using Italian ports, they would both have to be at war with the same MP (s), yes?

No, they both just have to be active (not neutral).

Japan at war with China and Italy with anyone fulfills that criteria then?

Finally, the port has to be in a territory, not a controlled minor if I recall... is that correct? Otherwise an HQ is needed? And if so, what territorial port is available?

Any Italian port in the Italian East Africa will do as long as there is no Italian unit in the port hex. Minor country, or territory, makes no difference for this purpose. Italy begins with two minor ports there. Asmara, and Mogadishu.

Edit: No need for HQ. Yes, it is enough if Italy is at war with any MP, and Japan is at war with China.
