SOLVED 4.2.3.2 disorganised and oos units in ports get oiled?

Decline & Fall scenario:

At the end of the first turn, Bismarck Sea has no CONV, so Allied units adjacent to Bismarck Sea are shown as oos. Nevertheless, some of these units are still be available for getting oiled during Reorganisation Step, while being disorganised and oos in port adjacent ot Bismarck Sea. Also not all units are available, but only some. Available were units in Hollandia and Lae, but not in Wewak and on non-port islands. During RtB more units were moved to Wewak and Lae, which are not shown yet, as the screenshot is from Prelim Prod Planning.

Haven't opened the game, but if there is a land route of Allied owned hexes from those units to Port Moresby, and there is a convoy chain from Port Moresby to Allied oil, then it is possible to get oil to those units, as oil uses a supply chain of infinite length. If one of those units is surrounded by Japanese owned hexes, then it should not be possible to get them oil.

I can just see the porters carrying the 55-gallon drums over the Owen Stanleys. However, that is the rule.
