4.4.0 (Debug). No Path Vichy to Berlin?

Preliminary Production for Vichy is showing that there's no path from Vichy to Berlin for the 2 BPs that Vichy is giving to Germany? Seems like a bug to me unless there's something I'm missing?

This is indeed a bug. This used to work in the past, so it's probably newly created in the last couple of months...
