SIEGE RULES QUESTION

While playing a hotseat game as the British, I sent a force to take Fort Western. This force consists of two groups. One group consists of one regiment of infantry and a half a dozen heavy cannon batteries; the other has two regiments of infantry.

There are two issues, first, the fort is under-garrisoned (it only has two guns) and it is my understanding that an under-garrisoned fort does not need to be sieged in order to assault it. However, I cannot just assault it.

Second, going on the assumption that I miss-understood the minimum garrison requirements, I placed the two groups in a position to lock the siege and commenced to bombard the fort. Having reduced the walls from 3 to 1, I commenced to attempt to assault it; however, the game would not allow. And, even though several turns passed with the walls remaining a strength of 1, I am still unable to assault and, now, my forces are running out of readiness and supply.

The situation continues, after finally sending in a brand new army, I was able to take the fort. However, the Americans sent a large force in before I was able to rebuild the walls [1(3)] and were unable to assault. As stated above, I thought that a fort could be assaulted if its walls were down to a one.

What gives? Do you need game files?

I found what I believe to be an answer to my assaulting an under-garrisoned fort. In the 1848 rules it indicates that the storming force must contain at least 3000 men and the under-garrisoned force contain less than 300.
 
I am finding that the main problem with this very good game system is the lack of documentation in the rules.
