A Couple questions

I don't know if this site is monitored much; but I have a couple of questions!!!
1). Depots> what do they do??? I mean are they just to furnish supply when in a campaign in enemy territory????
2). Reinforcements> I mean the rebuilding of strength of units after battles?? the manual says it's done automatically,
but it seemingly is taking a long time; It's been more than a year since last battles, and only a very small percentage
have been built back up to full strength(maybe 20%). Do you have to put units/armies in home territory(not protectorates) to reinforce???
3). What does it mean when program asks if you want to be an "empire"?? Any bennifit??
4). Which table is more accurrate in costs of units; the one in manual mentions only "money&labor" for any one unit, but appendix mentions horses, iron, ect.,ect. for different units.
5). Lastly, is there a website that is dedicated to Napoleonic games, like Civfanatics or TW Center??
