Militia in Containers?

Militia can't deploy out of the country, right? Is it even possible to put them into a corps? I don't seem able to put them into any container except towns.

Rule 2.2.5 states "Militia can move throughout their country or nation, but may never cross its borders."
So, Militia cannot leave its home country/nation.
I can't find anything in the rules regarding adding Militia to an Army/Corps. That said, I loaded an old save game and I also cannot place Militia into a Corps.
