To take advantage of Hospitals, Camps and Mfg Centers, can the building be 'built' in any province or should it be built in a province close to the 'front'.

Hospitals have a range, so they need to be closer to where the troops are.
Camps don't need to be close to the front.
Manufacturing centers only help the city they are in, so build them where you plan to build stuff.
