Depleted Brigades - Reinforcement Question Part II

I understand that I can set provinces to 'Reinforce to'....I can also build camps in a province/city.
Do my depleted brigades need to be in a city in a province to be reinforced? Do they need to be in the province with the camp?
Can someone please advise how I reinforce my depleted brigades?

First off......I am no expert........camps automatically send the 500 men per turn they produce to units that need them. Set you full strength divisions on very low support (if they are in the rear area) and the divisions/corp/army that needs replacements to high support. They will have priority on getting the troops.
The reinforce on the city screen is directing where the newly built unit will appear. Say you build a unit in Richmond but want the unit to arrive in Memphis......you would set Richmond to reinforce memphis.
At least those are my understandings.
I place depleted brigades into a division that has great support and great staff ratings commanded by the best leader/command but the worst tactic rating. I set the unit to high support. I can usually have my units full strength in about 2-3 turns. I then rotate those full units back to my front line army's. I have the division located in Petersburg. That way it takes only 1 turn to have those units back to the front if I am on the defensive. Plus I can always bring the division in as help during detailed battles.
