The manual suggests that by moving around forces in CSA interior, the CSA player can save supply by having those forces Forage.

If I hit the Forage button, does that force then consume fewer supplies?

You don't need to use the forage button. The only time you need to do that is if the unit was unsupplied and during it's turn moved to an area that had resources. By stationing some troops in areas with a lot of resources, the units will automatically live off the resources instead of using up supply points. It's a good idea to take advantage of this when possible while keeping the units close enough to be able to react move into an area with a major battle.
