Union has problems reinforcing in the rough terrain of Virginia. Units adjacent to the battle are unable to reinforce. Is there a secret to West Virginia?
Yeah, if I get a piece of West Virginia I pack it with Union troops.
Generally though, as happened in the war the place often seems to be a dead end as a front for furthering Union war aims. Of West Virginia, John Denver once sang that country roads take you home, but they don't seem to get you to Richmond.
