Manassas finally falls

It took me over two years but we finally overcame the rebels at mannassas. I was finally able to amass enough troops to push them out of the city. On my fifth try I had 72000 to there 59000 this was after at least a year of utter starvation for the south. There supply per turn has been down below 52 per month for over a year. But they still are able to out produce me on heavy and light artty. They never seemed to have less then 160 artty no matter where I attacked. I took the two forts at the mouth of the Mississippi in the second month. Then one after the other the east coast and gulf coast fell to my onslaught. Took new Bern in the third month then Jacksonville. Once they were taken I moved on Savanna and then took the one in Texas also the one next to Mobile fell. Even with there supply cut to well below what they need to supply there troops they still continue to make or repair at least three guns per turn. I made a big mistake early in the game by not taking Paducah before the rebels did. Have tried at least five times to take it and still have not come close. They always seem to have well over 160 guns sitting there even tho every time I have attacked they lose from 2 to three guns.
There ability to produce guns is amazing to me. At least the raiders are no longer being produced as I have sunk every one they made and now the supply thing stops them from making any more.
I have not been able to declare the emancipation proclamation as I have not gotten a strategic victory. Something I have no idea about how to accomplish. I have the Political points just don't have the victory as yet. Can anyone tell me how or what I need to do to accomplish this please. I am in September 1863 and have way more then enough points to get Lincoln elected in 1864.
I did not use corp set up in this one wanted to see how I did with out them. Also the trouble to set them up didn't seem worth it. To fix your corp after losses entails deleting the whole corp and trying to find out who lost the unit and replace them and then they have no movement points again and must wait another month for them to be able to move. I don't know but for the benefit from using corp does not offset the effort and the delay in time. If I start trying to set up corp in January 1862 it seems to always take until April or May before there ready to fight again. And then it always seems you run out of really good leaders to be sub commanders. Just my opinion is all and you really don't need corp to win this game.
