Have played scenario 7, scenario 11 says I must complete scenario 7 to play. Is it based on score?

The high score list shows a possible promotion or the required score to be promoted
(i.e. finish the scenario). #7 shows a score of 3500, a major victory.
Edit: #7 -> #11 is also a "carry over" scenario (manual page 14/15).

It is based on a score being logged for the most part.
Once you basically sequentially play all the scenarios, you should be able to re-play all in any order.
