A new ampibious bug?

My opponent seems to have found a new bug - as the CP you can amphibiously invade Petrograd if the Russians send any of their ships out on patrol - but not if they do not send any out..

The readme says that you cannot invade a port where 6 or more points worth of ships are based - a PD counts as 3, CA = 2, and DD = 1, so the Russians have 6 at Petrograd, so you should not be able to invade it.

However my opponent did so on turn 1 of our game!! eeek :) I don't blame him of course...he's not to know, and it might make for an interesting game!!

Testing hotseat I found that it seems to only count the ships that are _in_ port - ie not out patrolling - rather than the ones that are _based_ at the port.

Perhaps someone could test other ports for this to see if it is a game-wide problem - I wont't be able to do so for a few days.

Playing hotseat against myself in trying to learn about amphib atks, I was able to take Wilhemshaven if I, as CP, had sailed most of the German fleet. It would be so tempting to take Southhampton and march on London, but the Royal Navy is just too strong. I wanted to try Trieste while playing TE versus AI, but the dang Austrians either contested the Eastern Med or would not sail at all.
