Naval build locations and supply?

Is it possible to pick a location for a naval unit to be built? I'd like to try getting a Russian transport in the Black Sea to invade the OE (as if they didn't have enough problems [;)]), but it pops up at Petrograd.

Also, is there any way to get an even remotely usable amount of supply up toward Baghdad from Basra? It seems that the most effective way to defend Mesopotamia from the OE perspective is to leave it empty and hope the TE bothers to show up. [X(]
