Bug: hotseat & strategic turn

It appears that after a strategic turn, force positions displayed are temporarily out of sync with the underlying game state. For instance, if a battle is fought over a hex and the hex is cleared, the enemy unit that was retreated (or destroyed) will still show up as in the same hex. This makes for rather excessive fog of war in the first impulse after a strategic turn.
