How is the AI for this game? I will be playing almost entirely on my own.
Is it possible to play both sides of the game without an AI opponent?

Well for me as an average gamer the AI is good enough for a challenge. In the smaller scenarios it can put up a decent fight, I'm not familiar with the larger ones because I don't play them.
And yes it is possible to play both sides without AI, or PO as it's called in TOAW (programmed opponent)

Lots of lurkers. Could be most of the views were guests who are unable to answer. However, a search function is provided where you could find the answer quite easily since it's been gone over a great many times already.

Personally, I very rarely play the PO, but when I do I set the handicaps way up in his favour. Makes for a more challenging game.

Unless its an emergency, I often wait a day to let someone else answer, I don't want to be a post hog.
There is no Artificial Intelligence, as Josh said there is a Programmed Opponent. This means that each scenario is designer specific. The designer implements a PO as he sees fit, there are no requirements. Some have a PO, some do not, some have a PO for one side, some for both.
If there is a PO in a scenario, how good it is varies. I'm a TOAW solitaire player for 10 years so I can say that the only way to find out is to play a scenario and see how it goes. The list of scenarios is huge, but from my limited experience pretty good solitaire play can be had with these:
In the Classic Folder:

Barbarossa 41
Cobra 44
Crete 41
Cuba 62
Desert Storm 91 (if you like rolling over everything)
Kursk 43 (if you like beating your head against a wall)
Olympic 45
Singapore 42

Oh for what it's worth I enjoyed immensely the WWI scenario, I think it's in the tutorials, where the Germans beat the Reds at Tannenberg. The Germans have the better divisions but the Russians outnumber you. Against the PO it's a blast, played quite a few times. Not too large, not too small, so you can play some turns in a session. That's what I call fun, I mean sometimes the opening moves in the larger scenarios (like Fire in the East) take a whole day of dedicated playing, planning and clicking. I'd be dead in my chair before the end of the day hahaha.
There is not a game around that matches TOAW... yet. WitE maybe in a year or two, WiF ... who knows? But IMO TOAW is still the master. It's on sale now so definitely a must buy.
