Have you seen your mouse pointer change into a truck or half track? The same happens with rail and air. For rail, you must have two cities connected by rail, not broken. Move the unit to one city and travel to the other. For air, you must be on an airport. There is a tutorial scenario that shows you how to use paratroops.

Section 3 and 4 of the manual cover this in more detail.

Yes ..silly of me as I was wondering why my assault infantry cannot be air lifted
