Language and Windows 7 compatibility

I intend to buy the game. However, I have two questions before doing so:
1. Will all mods and community scenarios work regardless of the language of the installed game? I don't care whether I play the English version now or whether I should wait for the German one (release date?). Just want to make sure it's not going to be a problem to use German mods in the English version or vice versa.
2. Is it fully Windows 7 compatible?
