Op fire doesn't work when I switch to A.i

When I switch from Manuel to A.I for controlling my units everything works fine except that the enemy will never fire back when shot.This makes every level a breeze as the only way they can fire back is when it's their turn but by then almost every unit would either be retreating or routing. Is there a fix for this anywhere?
