Zero Rally ?

I am playing a PBEM game and have a German Motorcycle platoon consisting of three squads. The Z0 unit has a leader rally rating of zero. The Z2 unit has a leader rally rating of seventy-seven. My question is, why would this brand new platoon, completely unaltered, have a zero rallying unit as its leader. Furthermore, why would any squad leader have a zero rallying ability?
Having a platoon leader that can't bring another squad out of suppression greatly hurts that platoon.

All units that have tried and failed to rally in a turn will go to rally % of 0. I would suggest looking agin at the start of the turn.

Maybe its because all those 60mm mortar rounds that keep falling on their heads [:'(][:'(]

Viking, argh it's even more pitiful than that. It's a 0.30 cal jeep!

And by the way, 60 mm mortars just make nice dirt ramps for my motorcycles to play with.
