Riding tanks

Who started transporting infantry on tanks, and when? I use this in scenarios, but I read a short comment about how Germans without rapid transport were allowed to ride on tanks until they were about to come under fire, but that the Russians did it a lot more. Americans, etc., I have no idea. Tried to find an answer on Wikipedia, but must not be phrasing it correctly to get an answer with their search engine.
