Will Japan be able to get NUKES or only USA?

Possessing a Nuke is a matter of resources spent, not a matter of a country. So in theory even Nepal would be able to get nukes (but probably somewhere around year 2100).

Yea only reason I'm asking is in Time of Wrath I spent about 3000 trying to get nukes as Germany, and it was still going to be 1947 before my nukes were ready... so I'm just wondering why the German A-bomb takes longer to make but USA has its A-bomb ready in 1945 or so.. I guess my question would be, how quick can japan get a bomb ready if it starts researching from day 1?

This is hard to say as the progress is randomized.
You might be unlucky and get only 1 research point each month.

You could easily make a simple mod which would give Japan a 'what if' type situation, wherein they have a headstart in researching the bomb. Would probably entail the change to one factor in the scenario - initial resource investment for nuclear.
