Does Axis A.I. put a presence in Africa

Strategic War in Europe is a grand strategy game where you command one or more of the 25 countries in the game. War, diplomacy, technological progress, recruitment, conquest – this is all in your hands. There are no restrictions to the actions you can perform during your turn: unit movement, purchase, attack, technology investment, reinforcement, all of those can be done at any moment during the turn.

Does Axis A.I. put a presence in Africa

Would be nice to find a Strategic game that doesn't ignore Africa and the Mediterranean theatre. Is this it?

I just ran through a quick 1940 scenario as the Allies, and ran into the DAK (an panzer army that was very strong) in June of 1941

I played the Germans in the 1939 scenario and for some reason, my strength went below 5 rendering it useless, so in the next game I played, I kept it in Europe.
Does that have to do with supplies not making it to Africa, and if that is true, how do u get the suppiles to reach there?
