v104 Finalnd surrender oddity

I have run into this twice now. The Winter War ends, the Finns all go into reserve, none of the Soviet units across the new border are placed in reserve. They have to move out. The Fins seem to be unable to move into the areas vacated by the encroaching soviets. Soviets can cross the border region they formerly occupied at will. Soviets cannot cross the border where they were not.
