You can easily edit the unit_types xml files in the Data folder to buff the units you want. That's about all I can find at the moment.

Surprisingly, most of the GTA: San Andreas cheats also work in UoC, but only for the Axis for some reason. For example:
$250,000, full health and armor -
R1, R2, L1, X, Left, Down, Right, Up, Left, Down, Right, Up
Seriously, wargamers don't need no stinkin' cheat codes. [:-]
