I originally ordered Stalingrad through 2by2 games and patched to 104d.Can I order Black Turn through Matrix?

You can order it through Matrix: you can find it in the store, it pops up on the home page also.

Black turn is not a stand alone game; it is dlc so you need the original game tp play it.

UoC is not a Matrix-only game. You can buy it here, directory from the developers, and even via Steam. (you can activate your 2x2 bought version on Steam as well) Black turn should work with everything version that is patched to 1.4.
Hope you enjoy the dlc.......

Yes, it will work fine as long as you install everything in the same place.
