Short Loaded TF Problem

Often a transport TF will sortie from its port before completing loading. It's naturally irksome to discover a TF near Christmas Island bound for Suva that only has 8000 tons of fuel on board instead of 72,000 tons. One trick that doesn't put too much burden on the player is to simply set the merchant shipping into a TF set to load with no destination and "Do Not Unload" toggled. The ships will remain in port and after they are full, then you can transfer the fully laden ships to an outbound convoy for your destination.
